Why is my monitor going dim in certain areas?

I recently purchased an LED backlit monitor (a 21.5" Samsung EX2220 to be exact) and at random times, certain areas of the screen dim. Sometimes it will be on an area or two, another time it will be the entire screen. I know this particular monitor is edgelit, and what I'm seeing as far as brightness on the screen is comparable to seeing a billboard at night with lamps shining light in cone-shaped areas on the billboard, if that made any sense at all. Everything on the screen is still readable, it's just really annoying.

I'm just trying to figure out if this is just how the monitor manages power, or if it needs fixed/replaced. If the former, is there a setting or something on this thing that I can use to turn it off?
