The UltraSharp will crush the Samsung image quality wise because of its IPS panel. Also, ignore the contrast ratio measurements as dynamic contrast ratios are usually lies and/or tested with the backlight off, so you can get numbers up to infinity in situations that are in now way real world.
On the other hand, the IPS panel on the Dell will deliver much better image quality-more colors, finer gradients, better viewing angles, etc., at the cost of response time. The Samsung has shorter response time, though I don't think you'll notice it.
